Awkward question – UK government hub opens March 2020; Where are the 3000+ staff going to be housed?!

So the new UK government hub in Edinburgh opens up next year around March 2020;

Where are these staff going to be housed?!

Does Edinburgh have the capacity to house all these civil servants (and their families)?

Could it be the case we are going to see the UK government engage in a process of overbidding/overpaying for property in Edinburgh? Could it be the case that a lot of homes that come on the market will be snapped up the the UK government to house the civil service? And will this make the Edinburgh property market completely insane?!
